According to Article 3 and Chapter III of the regulation, any entity that places packaged products on the market or makes them available (importers, distributors, wholesalers, and retailers) bears joint or direct administrative and legal liability for the regulatory compliance of the packaging.

1. Classification and Distribution of Responsibility

The legal risk for your company depends directly on how you acquire and brand your goods. The PPWR defines three main roles with specific obligations:
